Colombia
Although there have been positive developments in some areas, systematic and gross violations of human rights (HR) and International Humanitarian Law (IHL) persisted in 2010.
We welcome a more favourable official government discourse with respect to human rights since President Juan Manuel Santos took office in August 2010 as well as legal initiatives on important issues such as the „victims´ bill“ and the „land bill“ currently debated in Congress. Critiques highlighted by victims and human rights organisations remain to be addressed.
